Nundah 15-Storey Housing Plan Retained After Community Consultation

Nundah’s revised planning proposal would keep taller buildings concentrated east of Sandgate Road, with heights of up to 15 storeys near the major centre and train station.



Selected areas west of the railway line would remain eligible for buildings of up to 10 storeys, while proposed changes to mixed-use rules would give residential development more flexibility within parts of the centre.


Council received 195 submissions across the Nundah, Carindale, and Indooroopilly amendment areas before revising the broader major centres package.

Fifteen-storey limit remains in place

Council’s consultation draft proposed increasing the maximum building height in the Major Centre zone east of Sandgate Road from 12 storeys to 15.

Selected Mixed Use areas west of the railway line were also proposed for heights of up to 10 storeys, while the underlying zoning would remain unchanged.

The updated proposal keeps those Nundah height settings after the public consultation, which ran from 24 April to 25 May 2026. This covered proposed changes to building heights, design requirements and land-use provisions across the three centres.

Ground-floor business uses would remain required

The amendment also changes how residential and commercial uses could be combined within the centre.

In the Major Centre zone west of Sandgate Road, Council proposes replacing the existing requirement for at least 30 per cent of a development to be non-residential with a requirement for non-residential uses at ground level.

The change is intended to provide more flexibility for residential development while keeping shops, businesses and other active uses at street level.

Council’s planning material also includes measures aimed at supporting walking, cycling and public transport through sustainable travel planning.

Toombul site remains outside the amendment

The proposed changes apply to parts of the Toombul-Nundah neighbourhood plan, but not to the former Toombul Shopping Centre site. Council states that the Toombul Major Centre is outside the amendment area and would not be affected by the proposed Nundah changes. The Nundah changes instead focus on the established centre around Sandgate Road, Nundah Village and areas near the railway station.



The proposed height limits would change planning controls but would not approve individual apartment projects. Future developments would still need to meet the planning and assessment requirements applying to their sites.

The revised package is expected to proceed to the Queensland Government before returning to Council for final consideration and adoption.
