The Tutu Skirt for Women
The key is always choosing the primary colour of the character you are aiming for. In this case, buy tulle of at least 15 yards in those colours. Take your waist measurement and buy elastic based on your waist’s dimension. Measure the length from your waist to the part of your leg where the tutu skirt should end. Cut the tulle in 4-inch strips based on this size. Tie each tulle stripes to the elastic and you have a costume before you even know it.
