Police have declared an emergency situation under the Public Safety Preservation Act following an incident in Windsor this morning.
At around 4:00am police attended a unit complex on Newmarket Road following a noise complaint.
The declaration was made at 5:57am after the man, who is possibly armed, refused to leave the building.
No one else is believed to be inside the unit.
An exclusion zone (pictured) has been established and is bounded by Newmarket Road and Green Terrace to Nicholas Street, Lutwytche Road South, north to Eildon Road, west to the corner of Prospect Road and Cox Road and south to Newmarket Road.
Police remain on the scene as negotiators attempt to speak to the man.
